TENIR-Gov · Execution Control Plane Demo; KB3, posture kept separate from execution

Limit. The artifact is in English. Class: illustrative only. PASS, FLAG, HOLD, and HARD_VETO are execution verdicts. They are not the postures NORMAL, CAUTION, and HOLDING-FIRST. The HOLD in scene 3 is an operation state, not HOLDING-FIRST. Scene 6 holds the membrane: at most one dispatch on a single host. A governance decision does not, by itself, prove an exactly-once external effect. This site does not replay the code shown.

Scene 1 · Admissible operation. A payment of 10 against a capacity of 100. The idempotency key is claimed at CREATED, before evaluation.

Scene 2 · Duplicate blocked. The same key receives HARD_VETO. Resumption goes through the existing claim, not through a new adjudication.

Scene 5 · Timeout → Reconcile. The operation shown is marked UNKNOWN. Silence is not non-execution.
